Employees in this division are dedicated to improving business processes and prioritizing technical projects according to the Town's strategy and goals.

    The IT Project Manager is responsible for leading and managing implementation support for enterprise-wide technology projects. Work includes project management and oversight, defining project scope, providing business analysis, project planning, leading project teams, conducting financial analysis, managing vendors, and tracking project status. Performs duties in a manner consistent with the stated values of the organization.

    Essential Duties & Responsibilities:
    • Leads and manages information technology projects. Performs enterprise-wide project management and implementation support. Participates with vendors and project teams in detailed technical requirement and design discussions.
    • Conducts research and business analysis to identify software options to best meet user/customer needs. Develops software, hardware, security recommendations and system requirements based on project analysis and customer input.
    • With customers, defines project objectives, vision, scope, goals, deliverables, and expectations. Gains project team agreements and understanding to maintain project goals and costs.
    • Develops detailed project work plans, project estimates and resources plans. Reports regularly to customers, stakeholders and team members on project milestones, deliverables, dependencies and risks.
    • Assists customers with Requests for Information (RFI) and Requests for Proposal (RFP) requirements, timelines, vendors, project budgeting, funding and assists with software selection option to fit business needs and desires. Ensures appropriate balance between cost and benefit for current and future needs.
    • Conducts project meetings and leads project teams from original concept through final implementation. Teams may consist of members from various Town departments, and meetings may be held at any Town site.
    • Defines and assigns project tasks with timelines for completion utilizing internal and external resources.
    • Serves as a single point of contact and interface for impacted project areas including end users from various departments and within the Division of Innovation and Technology (DoIT).
    • Provides post implementation user support. Responsible for ongoing assistance setting up security roles, assigning appropriate roles, and ensuring necessary privileges to complete job functions are established.
    • Establishes best practices, recommends policy and documents procedures. Fine-tunes system configurations, develops reports, provides process improvement opportunities, and partners with departments to expand and mature software capabilities.
    • Troubleshoots technology issues during project implementation, including software configuration, system bugs, firewall issues, user configuration.
    • Prepares, updates and ensures project documentation including: specifications/prerequisites, scope, schedules, testing, training, workarounds, configurations, conversion, and integration. Responsible for adherence to quality standards and deliverables.
    • Develops project management workflow, methods and processes for the DoIT.
    • Responsible for system data conversion. Conducts data analysis to ensure data mapping in both the current and new systems. Performs data mapping, tests conversion processes, and validates data.
    • Escalates high priority issues to resolution. Tracks other issues to ensure implementation workarounds. Mitigates impact to the project scope, budget and timeline.
    • Negotiates and manages vendor contracts, project execution, and transition to maintenance agreements. Ensures the statement of work specifies and meets customer needs, desires and budget perimeters. Verifies vendor specifications and determines where prerequisites are met or exceeded.
    • Leads Town efforts to identify cost savings and/or productivity enhancements through better use of existing technology. Demonstrates support for the Town's rigorous change management process for software and hardware changes.
    • Evaluates project return on investment and strategic value to the organization. Conducts financial analysis using net present value and other cost benefit analysis.
    • Supports project technology solutions as assigned.
    • Performs other duties as assigned or required. Minimum Qualifications:

      An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

      Education: Bachelor's degree in a closely related field.

      Experience: Two (2) years of related project management work experience; or an equivalent combination of education, training, or experience.

      Preferred Qualifications:
      • Project Management Professional (PMP) Certification
      • IT Infrastructure Library (ITL) Certification Knowledge, Skills, and Abilities:
        • Ability to lead and understand the implementation of complex, technical systems and effectively lead cross-functional project teams.
        • Ability to demonstrate strong project management skills including effective planning and control in executing project plans to ensure implementation of solutions with a high level of excellence in meeting established deadlines.
        • Ability to conduct business analysis and translate customer needs into technical specifications.
        • Ability to demonstrate excellent time management skills including the ability to effectively manage multiple projects.
        • Ability to effectively communicate with internal and external customers.
        • Listens to customer needs and explains complex technical issues and solutions in a plain and common descriptive manner.
        • Ability to conduct and understand data analysis, metrics, data conversion, and process improvement.
        • General understanding of XML, HTML, and SQL. Ability to obtain knowledge of third party software solutions and vendor supplied tools.
        • Knowledge of technical systems to effectively participate with vendors and project teams in detailed discussions of technical requirements and decisions.
        • Ability to work both independently on projects and to collaborate as an effective team member.
        • Ability to demonstrate excellent attention to detail.
        • Some knowledge of networking, installation and troubleshooting in a mid-sized server environment.
        • Ability to effectively adapt to changing priorities, timeframes and team makeup.
        • Skill in demonstrating innovation and creativity by continually improving internal processes.
        • Excellent communication and customer service skills including the ability to listen to customers and to convey information to the customers in a plain and common descriptive manner.
        • Ability to maintain effective working relationships with others.
        • Experience in evaluation and selection of vendor products and services including writing Requests for Proposal (RFPs).
        • Ability to manage multiple complex projects and initiatives.
        • Ability to maintain confidentiality of highly sensitive data.
        • Proficiency with MS, Project, Excel, PowerPoint and SharePoint.
        • Ability to work in a changing environment and collaborate across various staff levels and divisions.
        • Ability to demonstrate decisiveness in resolving business related issues, decision making and identifying priorities.
        • Ability to drive to remove sites for team meetings and project meetings. Physical Demands:
          • Sedentary work for long periods of time at a keyboard or workstation
          • Occasional physical work including ability to move and lift equipment weighing up to 50 lbs.
          • Occasional lifting, carrying, walking and standing
          • Occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; and stop, kneel, crouch or crawl
          • Frequent hand/eye coordination to operate personal computer and office equipment such as hand tools and diagnostic instruments
          • Vision for reading, recording and interpreting information
          • Speech communication and hearing to maintain communication with employees and citizens Work Environment:
            • Works primarily in a clean, comfortable environment Equipment Used:
              • Uses general modern office equipment, to include, keyboard, 10-key adding machines, diagnostic instruments, and telephones
              • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
