Description
Responsible for leading and coordinating a variety of human
resource functions in the areas of employee relations, training,
employee development, recruiting/staffing, performance management,
policy and procedure interpretation and implementation,
compensation, and legal compliance. Work is sensitive and highly
confidential. Examples of Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES: A senior-level, broad-based
working knowledge of all essential duties is required. Sr.
Generalists will be expected to provide guidance in all disciplines
of HR to various Elected Offices and Departments. Typically, Sr.
Generalists will be partnered with specific areas in order to
develop stronger relationships with various areas of the County.
However, nothing precludes changing these partner assignments based
on operational needs and staffing.
Legal Compliance: Attends training, reviews professional journals
and maintains contacts with legal professionals in order to enhance
and maintain knowledge of employment law trends and developments.
Maintains awareness of and ensures compliance with changes in
statutes, regulations, and case law affecting the discipline of
Human Resource. In depth understanding of Family Medical Leave Act
(FMLA) and the Americans with Disabilities Act (ADAAA) (and other
applicable LOA's - i.e. Military) and is capable of ensuring
administrative compliance. Functions in a consultative role to
management and employees related to policy interpretation,
federal/state and local employment laws - and is able to answer or
research accurate responses in a timely fashion. Works
collaboratively with County Attorney for assistance, counsel, and
research needs.
Employee Relations: Conducts standard and advanced level
investigations concerning alleged employee violations of laws
and/or County policies. Prepares comprehensive reports summarizing
investigations and findings. Advises and makes recommendations to
related to appropriate resolution (including disciplinary action)
in dealing with complaints, policy violations and performance
concerns. Represents the County in unemployment hearings and on
employment litigation matters. Engages in the interactive process
for ADA accommodation requests, makes recommendations and prepares
formal letters as appropriate to document outcomes.
Compensation: Acts as internal consultant to County departments on
compensation, job classification and policy interpretation.
Counsels employees and supervisors on compensation related matters.
Determines FLSA exemptions for positions and support departments
with FLSA questions and compliance. Collects and analyzes
wage-related information and surveys for compensation projects.
Performs job audits, writes job descriptions, and conducts job
analyses to determine placement and pay structures.
Training and Organizational Development: Develops strong working
knowledge of all HRIS related products. Develops and delivers HR
related training and facilitation services. Conducts employee and
supervisory training in areas such as recruiting, interviewing,
hiring, discipline, performance management, and employment law.
Partners with County Offices/Departments to design, develop, and
implement organization-wide changes to supplement a diverse range
of initiatives. Analyzes and performs needs assessments to develop
creative solutions that may include training and education, new
procedures, and post-implementation follow-up.
Recruitment: Develops, implements, and provides on-going oversight
of all aspects of recruitment, interviewing, sourcing candidates,
advertising strategies, policies, and associated training.
Evaluates recruitment and selection procedures; develops
alternative procedures as appropriate; partners with County
departments/offices in planning and coordinating recruiting
efforts. Researches, analyzes, and recommends methods and
procedures for the development and validation of selection
instruments to include online testing applications.Monitors
applicant tracking system and provides support to hiring managers.
Produces and presents New Employee Orientation (NEO). Conducts exit
interviews, gathers feedback, and analyzes for trends or concerns
related to turnover.
Miscellaneous: Identifies, researches, and evaluates human resource
related programs used by other public and private sector employers
for adoption by the County. Performs special studies and projects
as assigned and required. Participates in HR events/projects such
as Open Enrollment, Wellness Program, and other initiatives related
to HR activities. Performs other duties as assigned. Minimum
