our Director of RAN Design and Network Performance, you will be
responsible for RAN Design, Optimization and System Performance of
multi-technology Radio Access Networks across multiple countries.
Collaborating across operating companies and cross functional teams
including field operations, core engineering, IP network
engineering, site development, transport engineering, real estate
specialists, retail/marketing groups, billing, vendor, and
executive management supporting construction, installation, turn-up
and commissioning of new wireless facilities across multiple
technologies (5G NR, LTE, UMTS, and GSM) in the wireless industry.

connect with the world and prosper. Director of RAN Duties and
Responsibilities:
- The Director of RAN Design and Network Performance is
responsible for all aspects of RF design, spectrum planning and RAN
management.
- Responsible for the day-to-day management of the RF Design and
Network Performance team to ensure the proper design, testing, and
operation of new network layers, network enhancements, new site
builds, optimization, cell modifications, and capacity
management.
- Has overall responsibility for meeting performance metrics
- Is responsible for identifying and responding to any
degradation in network performance.
- Establishes and promotes new techniques, processes and tools
for effective forecasting, capacity planning and system
optimization to ensure consistent cell site design and practices
for ATN's international networks.
- Works on complex issues where analysis of situations or data
requires an in-depth knowledge of 3GPP-based wireless systems.
- Ensures budgets and schedules meet corporate requirements.
- Performs managerial duties related to staffing, setting goals
and objectives, and coaching and mentoring the team; handles
personnel actions in compliance with company policies and
procedures.
- Makes final decisions on administrative or operational matters
and ensures effective achievement of objectives.
- Supports Regulatory team in ensuring E911, spectrum compliance,
and other legal or regulatory matters.
- This position requires up to 40% travel.Minimum Job Entry
Requirements:
- Bachelor's degree in engineering or related technical
field.
- At least 6 years professional level related
engineering/technical experience.
- At least 2 years' experience leading an RF design, System
performance or Network Quality team.
- Excellent verbal and written communication skills with ability
to communicate and interact at highest levels of organization in a
succinct and meaningful way.
- Solid understanding of RF theory, antenna design, link budgets,
quality, capacity, and traffic management.
- Thorough understanding of network design principles and
techniques.
- Well versed in regulatory requirements and how they impact
spectrum management, RF allocation, and network requirements.
- Solid theory and practical experience with 4G LTE and 5G NR
mobile technology.
- Experience with drive test equipment, processes, and
interpreting results. Firsthand knowledge of RF propagation tools
and mapping tools.
- Demonstrated ability to successfully lead large and/or complex
projects.
- Advanced knowledge of Microsoft Office tools such as Word,
Excel, Outlook and PowerPoint.
- Driver's license and passport.Desired Qualifications:
- Master's degree in engineering or related technical field.
- At least 15 years professional level related
engineering/technical experience
- At least 5 years' experience leading an RF design, System
performance or Network Quality team.
- Firsthand knowledge of Forsk's Atoll RF propagation tool.
Previous experience working in the Caribbean or non-U.S.
networks.
- Demonstrated ability to effectively lead geographically
dispersed team members.
