Job Description:

The Director of Site Development reports to the VP of Network Engineering & Operations and manages all aspects of communications facility development. To fully realize organizational business objectives, this role requires extensive collaboration across a very dynamic, professional organization, with other departments such as Network Strategy, Program Management, Managed Services, Wireless Engineering Legal, Finance, and Business Development.This position is directly responsible for site acquisition, zoning, permitting, construction, and overall project management of communication facility development, directing and supporting a team of high performing individuals to ensure that the annual and long-term build objectives are managed efficiently and timely through operational procedures that encompass the use of evolving technologies with a focus on achieving Commnet's ambitious network build goals.The Director is expected to manage organizational goals and resources within strict project timelines and will manage a vast budget, reporting financial results on a monthly, quarterly and annual basis for all in-flight projects. Travel up to 50% will be required for this role. Duties and Responsibilities (include but not limited to)Develop & manage organizational structure in collaboration with cross-functional department leads to ensure that Site Development team members have the capability to execute on the annual and long-term build planDevelop and maintain relationships at multiple levels of the organization, including senior management positions, within and outside of the Site Engineering & Operations departmentAct as the champion of the Site Development team by displaying an employee-focused attitude: recognizing and addressing issues and opportunities relating to the employee performance & satisfactionLead a team of telecommunications professionals tasked with the detailed design and construction of hybrid communications networks within the region.Oversee all leasing, permitting, and construction activities for hybrid communications network deploymentDrive creativity in the team to address leasing, permitting, and construction challengesCoordinate with legal counsel on real estate and vendor contract issuesManage execution of all network build activities, and prepare communication plans for network deployment programs, translating plans into executable deploymentsManage the performance of a multitude of third-party site development vendors and contractorsImplement technology tools to improve process and accuracy, compliance with regulations and license agreements, and ensure accurate reporting, inside and outside the organizationEnsure all federal state and local safety standards are followed, for network development and operations activitiesDevelop and manage capital and operational budget under department guidelinesCreate and manage management and performance reportingImplement improved processes and management methods to generate higher ROI and workflow optimizationRequired Qualifications:Bachelor's Degree in Real Estate or Engineering MS in Engineering; MBA or Juris Doctorate degree is preferred.Minimum 8 years' previous experience in telecommunications site developmentStrong working knowledge of all aspects of the wireless tower industry including knowledge of tower siting, A&E, zoning, tenant and ground leases, environmental/FAA/FCC compliance, and constructionAdvanced knowledge of applications, including but not limited to: Adobe Acrobat, Sitetracker, and Microsoft Office Suite; Outlook, Excel, Word, PowerPoint and Teams Experience with strategic planning to successfully drive completion of large, multi-stakeholder, complex implementation programs with the ability to influence process & procedure innovations and inspire action through strong decision-making skills.Demonstrated expertise in managing telecommunications development professionals through network deployment projects, site acquisition, regulatory and construction management responsibilitiesExperience recruiting, retaining, leading, motivating, and mentoring engineering/network professionals; to achieve results while inspiring collaboration, adaptability, and innovationExcellent communication and presentation skills, with experience presenting to senior executivesA proven history as a self-starter with the ability to carry out complex assignments with minimal supervision; able to work independently, but willing to collaborate with colleagues to utilize their resources and knowledge to achieve organizational objectives About the Company:Commnet has been the backbone of rural networks in the United States for decades.
