Job Description:
ATN International is seeking an experienced Regulatory Engineer
to guide compliance and implementation of regulated services and
programs in its mobile, private LTE and broadband operations. The
successful candidate will provide a deeper understanding of
telecommunication networks and articulate the issues within network
core and customer experience for compliance with regulatory
matters. He or she will have a robust understanding of how LTE and
5G wireless networks operate and how the services delivered by the
network (VoLTE, E911, eWEA, Lawful Intercept. TTY/RTT) are
discussed in regulatory terminology. He or she will support
internal compliance with regulatory matters, interact with
engineering and network core to understand regulatory requirements,
preparation of regulatory agency applications, reports or
correspondence for internal owners and filings with regulatory
agencies. In this role, you will:
- Develop regulatory strategies and implementation plans for the
preparation and submission of new products with internal
stakeholders, including maintenance of required KPI reporting or
like certification requirements;
- Formulate or implement regulatory affairs policies and
procedures;
- Maintain current knowledge of relevant regulations, including
proposed and final rules;
- Serve as the primary point of contact with such organizations
as the Federal Communications Commission, Institute of Electrical
and Electronics Engineers, International Telecommunication Union,
Alliance for Telecommunications Industry Solutions and other
telecommunications operating standards bodies.
- Understand RF design and design tools like Google Network
Planner, Atoll or Planet.
- Be able to make maps using tools like ArcGIS, MapInfo or QGIS.
Be able to merge and edit mapping data to create complex maps for
regulatory analysis and submissions.
- Must be able to create and maintain a database of regulatory
information. Skills and experience Successful Traffic Engineer
candidates have:
- Bachelor's or master's degree in electrical engineering or
related field
- Minimum of 10 years direct LTE or 5G wireless engineering
experience (in certain cases, job experience will be considered in
lieu of education);
- Certifications in professional or technical skill development;
Experience designing and implementing regulatory/compliance
programs;
- Understanding of, FCC and state-level regulations with ability
to handle complex regulatory issues;
- Demonstrated career progression, both in responsibilities and
